It does say call (or email) to arrange collection in store, yes, but it also states the delivery options, so the item is available for delivery as well.
Calling to place an order is not the same as an online order. They can ask more questions, get a better idea of your age from your voice, and it will also be a card payment, rather than PayPal. Cards capable of telephone purchases are only given to over 18s (unless things have changed), and I assume the "not available to purchase online" requirement, is to avoid under 18s purchasing this tool.

If I'm wrong, I'd happily apologise and eat humble pie, but the site does show mail order service as an option. The number it gives as contact for the product is also the mail order line. It's worth calling anyway, even if they turn around and say you must come into the store to collect. You've only lost the price of the phone call
